Buckets of Water

An unusual postcard...

Addressed to Mr C Hutchings at 22 Richmond Road Newport and postmarked November 9th 1913. C Hutchings was Charles Hutchings... the writing is not clear, though, and it could be E Hutchings in which case it was Ernest Hutchings.

As so often seems to be the case the message does not make any refence to the photo on the card.

Message:

"Can you supply the milk for the Battalion social on Thursday next. if so please let me know at once. We have to Jee up for Procession this Monday and should like to see you. We are thinking of getting the cake from the same man who supplied it for camp. We expect about 18 or 20 to attend.
Yours very sincerely" (Signature not legible).

Can anyone figure out what the photo was taken for? The men seem to be collecting buckets of water and putting them on a horse pulled cart. Any ideas?
