De-Control, Everything's Coming Down

If you can let us know why this card was produced we'd like to hear from you. Was it an advertising card for a particular store or was it for a movement seeking the de-control of prices?

It seems that from 1917, due to world wide shortages, the retail prices of goods in the shops was controlled. This card suggests that de-control would result in all prices falling. Our researches though lead us to believe that while some prices fell others rose dramatically.
