Phillips, Walter Clifford whom the Newport Corporation honoured by unanimously selecting as mayor for 1903-4, is a solicitor in practice in the town of his adoption, was born at Stony Stratford, Bucks., in 1855. He was first returned to the Council for the old East Ward in 1892, and is to-day an alderman of the borough. The same year he became a member of the Newport School Board, a seat which he retained until the disbanding of that body, consequent on the Education Act, 1904, and has since been chairman of the Authority. He was well known as a proficient volunteer officer, colonel commanding the 4th Welsh Brigade, R.F.A., entitled to wear the King's Medal for long service, was a member of the Advisory Committee for the Territorial Force. During the Great War Colonel Phillips served with distinction in advisory and executive posts in both England, France and Belgium. He has, with his family, identified himself largely with the interests of sport of all kinds in Newport, and was one of the founders of the Newport Athletic Club. Residence: Coolgreany. Malpas.
