Full titles read: "BETTER THAN EVER - Vast crowds see and enjoy Newport's famous carnival."
L/S's of carnival procession making it's way through streets, crowds of people line the streets. People are dressed in various fancy dress costumes. High angle shots of large floats, one is in the shape of a church. L/S's of people dancing in the street (they dance a bit like Morris dancers, however I'm not sure whether they are men or women !).

Filmed on the bridge - newly opened (1927). Crowds taking up every vantage point.
